Congo - Expenditure Circuit and Poverty Indicators Improvement Support Project (PACDIP)

The Expenditure Circuit and Poverty Indicators Improvement Support Project (PACDIP) aims to help the Government carry out its governance reforms in order to create an effective global framework for generating sustainable growth. It's also a project that should help the country to build a stable human capital for the development and implementation of good governance measures and practices, the only ones able to anchor reforms for fight against poverty in the long term. The project has four components: (i) streamlining of budget preparation and implementation through support to Budget Department consisting in training senior staff and providing technical assistance and IT hardware/software, (ii) strengthening of internal audit organs (mainly DGCF and IGF) and external audit agencies, including CCDB and the Economy and Finance Committees of the National Assembly and Senate. This will be through training, technical assistance and supply of equipment and materials; (iii) capacity building in national accounting and socio-economic statistics for PRSP monitoring/evaluation by providing technical assistance, training and equipment/materials to CNSEE; and (iv) project management.
