The proposed Digital Acceleration Congo project is designed to increase broadband internet access to underserved populations and improve the public sector’s capacity to deliver digitally enabled public services. The project is expected to increase 3G mobile broadband availability for additional 404,000 people, provide 3,000 people with opportunities to acquire certified foundational to advanced digital skills, and give 75,000 people a day access to the digital services supported under the project. The project has five components:(i) Component 1. Strengthening the Enabling Environment for Digital Transformation Acceleration will support the Borrower to improve high quality, affordable internet coverage of underserved areas and to create a climate-sensitive and safe ecosystem for the adoption of digital government services through strengthening the legal, regulatory, and institutional environment, and development of skills and capabilities for technology adoption; (ii) Component 2. Expanding and Increasing Digital Broadband Connectivity and Digital Inclusion will support the Borrower to develop a comprehensive strategy to reduce the geographic and societal digital divides through support in improving digital inclusion for the population especially in underserved areas and support in improving broadband connectivity to selected government entities; (iii) Component 3. Improving Delivery of, and Access to People-centric Digitally Enabled Public Services will strengthen the Borrower’s capacity to manage digitally enabled public services and to deliver online services through the modernization of civil registration and implementation of pre-requisites for an inclusive digital ID framework and system, development and implementation of selected digitally enabled public services focusing on people (G2P) and business (G2P), and strengthening of data hosting governance and capacity; (iv) Component 4. Project Management, Monitoring and Evaluation will finance fiduciary management, implementation and management of safeguards instruments, citizen engagement activities, monitoring and evaluation of Project activities; and (v) Component 5. Contingency Emergency Response Component will provide immediate response to an Eligible Crisis or Emergency, as needed.
