The theory of change of the Connected Punjab project has the following objectives: improving citizens' access to high-speed internet through private investment; promoting cashless transactions to support government revenue collection in Punjab; extending internet access in public facilities to facilitate digital delivery of public services and enhance administrative efficiency; and strengthening the climate and cyber resilience of Punjab’s data infrastructure.The project comprises five components:• Stimulating private capital mobilization for improved access to high-speed internet service by reforming and reducing right-of-way fees (Component 1).• Developing and scaling the One-Map platform to enable open data and enhancing the government’s capacity to digitally deliver public services (Component 2).• Enhancing provincial revenue collection capability by investing in digital point-of-sale devices and platforms for businesses and advancing a cashless economy (Component 3).• Project Management (Component 4).• CERC (Component 5).The project is aligned with the World Bank’s Digital Strategy, specifically its foundational pillars of Access and Ecosystem. Furthermore, it supports Pakistan’s Country Partnership Framework (CPF), particularly Outcome 5—mobilizing public resources for inclusive development via enhanced revenue collection—and Outcome 6—increasing productive private sector investment.
