Information Central University, Himachal Pradesh has come up with Construction of Permanent Campus of Central University of Himachal Pradesh at Dehra, District - Kangra, [H.P.] on Engineering. Procurement and Construction [EPC Mode 1] Basis. with a ticket size of 300.45 INR Crores. This project in Education Infrastructure sub-sector involves The current status of the project is Notice to Proceed and is being developed through the EPC route. Economic/Social Impact of the Project The permanent campuses of Central University of Himachal Pradesh are to be established at Dehra and Jadrangal [Dharamshala] in District Kangra of Himachal Pradesh. For this purpose, CUHP has empanelled CPWD as the Project Management Consultant for the project and the tender for construction of both of these campuses was awarded to M/s Ahluwalia Contracts India Pvt Limited for an amount of Rs. 512.35 Crores. However, since only Dehra Site has been transferred to the University free from all encumbrances as of now therefore construction work has started at this site only. The Dharamshala Site has been accorded Stage-I FCA Clearance but there has been inordinate delay by the State Government in depositing the CAMPA, NPV amount [Rs. 30 Crores approx.] to MoEF due to which Stage-II FCA Clearance is still pending. Consequently, due to this delay a decision to foreclose part contract in respect of Jadrangal [Dharamshala] site amounting to Rs. 260.37 Crores was taken in March, 2024 by the Competent Authorities under clause 3A of the agreement in view of non-availability of construction site. Hence, the tender cost was revised to 251.98 Crores by excluding the tender cost of Dharamshala Site. A. Status of Construction of CUHP Campus at Dehra Site The South Campus of Central University of Himachal Pradesh is being established on the 115 Ha of land provided by the State Government to CUHP. Out of this 115 Ha, the 34 Ha of Land is Non-Forest and 81 Ha is Forest Land. The construction activities at Dehra commenced in August 2022 and as of now around 66 percent of physical work progress has been achieved thereat. Academic Infrastructure such as Administrative Block, Lecture halls, Academic Blocks, residential Blocks for faculty and staff, Hostels, Health Centres, Guest House, Shopping Arcade, Multipurpose hall, Service Block etc are under construction at this site. B. Status of Construction of University Campus at Jadrangal [Dharamshala] Site The North Campus of Central University of Himachal Pradesh is proposed to be established at Dharamshala. For this purpose around 24 Ha of Non-Forest land has been transferred to the University at Jadrangal [Dharamshala] and the FCA clearance case for transfer of additional 57.10 Ha of Forest land, contiguous to the Non-Forest land is under progress. The Stage-I Forest Clearance for this 57.10 Ha of land at Jadrangal [Dharamshala] has been accorded by MoEF&CC, GoI on 07-06-2023. Subsequently, for the purpose of Stage-II [Final] FCA Clearance of this land, an amount of Rs 30,03,94,254/- [Rupees Thirty Crore Three Lakh Ninety Four Thousand and Two Hundred Fifty Four only] is required to be deposited by the State Government of Himachal Pradesh to the MoEF, GoI in lieu of Compensatory Afforestation, Net Present Value of Land etc. The said amount has not been deposited by the State Govt. of HP so far even after a lapse of more than a year of FCA Stage-I Clearance. The tender for construction permanent campuses of CUHP was floated and awarded for Jadrangal [Dharamshala] site alongwith Dehra site, together as a single entity. But due to non-transfer/non-availability of Forest land at Jadrangal Site, the part contract in respect of Jadrangal [Dharamshala] Site was foreclosed in March, 2024 by CPWD. The work at Jadrangal Site can only be started after the aforesaid land is handed over to CUHP free from all encumbrances.
