Description | The general objective of the CISDO project is to enhance the capacities of Police Forces at national and local level in cooperation with civil society organisations to prevent, identify and respond to racist and xenophobic incidents, as well as hate crimes, improving mutual knowledge and building bonds of trust, to prevent under-reporting of hate crimes, and for providing better assistance to victims of hate crimes. CISDO is conceived as a project for training and practicing to police officers at national and local level to deal with hate crimes and incidents of racism and xenophobia through an innovative and effective methodology such as the Communities of Practice, which involve not only police officers but also victims and vulnerable communities. The results of the development of these Communities involve also local and national authorities with the capacity to legislate and design regulations, as well as to activate public measures and resources for training and awareness-raising against racism and incidents of hate and discrimination. The final goal is to increase cooperation and exchange of information between police forces and with civil society organisations, as well as with communities and groups that are particularly vulnerable and victims of this type of crime, improving mutual knowledge and building bonds of trust and for providing better assistance to victims of hate crime by increasing the knowledge of the different police forces and agents about the conditions and particularities of victims of hate crime, bringing them closer together and thus increasing mutual trust and the reporting of incidents. The project would build on the Spanish Government's Hate Crime Action Plan and the EU Action Plan against Racism (2020-2025) and considering the enriching experience in Finland in training at the Police University College (Polamk), the guidelines on hate crime to be introduced to the police, their experience to prevent under-reporting of hate crimes. |
