Description

The CERP is a national-scope emergency financing mechanism designed to deliver rapid, structured support to vulnerable populations in Cote d'Ivoire during and after crises. Its beneficiaries encompass the broadly affected population, with particular attention to women, children, the elderly, persons with disabilities, and internally displaced persons (IDPs). The specific beneficiaries and geographic scope are defined at each activation through a Crisis Response Plan (CRP), tailored to the nature and distribution of the eligible emergency. The project is structured around three complementary components. Component 1 related to Emergency Livelihood Support and provides direct income assistance to affected households through fully digital cash transfers, leveraging the established systems of the Productive Safety Net System (PAFS, P175594). Beneficiary targeting draws on the Unique Social Registry (RSU), complemented where needed by categorical or community-based approaches. The design of transfer, including amount, duration, and delivery modality, is determined at the time of activation in accordance with PAFS operational manuals. Beyond cash transfers, resilience-enhancing measures may also be deployed at household and community level, including training, awareness campaigns, and support for access to finance through savings groups and formal financial actors. Component 2 relates to Provision of Essential Emergency Supplies and Services and finances the procurement and distribution of critical goods and services needed to sustain essential service delivery during and after emergencies. Eligible items include food staples, medicines, medical equipment, agricultural and veterinary inputs, livestock restocking, fuel, energy supply, cleaning and debris removal services, light equipment for minor rehabilitations, and rental of vehicles for emergency response. All procured items must appear on an approved Positive List defined in the CERP Manual and are sourced from both local and international suppliers to ensure timely delivery to the most affected areas. Lastly, Coordination and Management represent the last components and covers the incremental operational and management costs incurred by the Government in conducting emergency response and early recovery efforts. This includes evacuation and shelter administration costs, transportation, electricity bills, rental of critical machinery such as generators, technical consultancies, field mission expenses (per diems, fuel, logistics), preparation of Crisis Response Plans, and costs related to monitoring, evaluation, and auditing. Each CERP activation is designed for implementation within a 12-month timeframe, and the Positive List of eligible activities and expenditures is subject to periodic updates, except during active CERP periods, and requires World Bank no-objection.
