Description | PHYGITAL OC responds to priorities 1, 2, 3, 5 and 6 of the Call for Proposals by developing, testing, and putting to practice advanced multi-agency analytical and investigative tools, operative teams in form of intelligence-led Operational Task Forces (OTFs), techniques and methods to counter ethnic mafia-style Organised Criminal Groups (OCGs), establishing an ‘Operative Room’ by the Prosecutor Office of Firenze. In addition to the EU Member States, PHYGITAL OC covers three additional external regions, chosen for their interrelation with the EU mafia-style crime scene: Latin America & Caribbean (LAC), Africa, and Western Balkans. The project is articulated in 5 Work Packages, to ‘Observe, Detect and Orient’ (WP2) the policies and practices against ‘Ethic Crime’, ‘Decide and Plan Together’ (WP3) an action plan, and ‘Fight, Prevent and Disrupt’ (WP4), while WP5 is dedicated to the management of information and communication. PHYGITAL OC has the following objectives: 1: Improve the intelligence picture on criminal networks Key Performance Indicator (KPI): 1 Analysis on the Ethnic OC in Europe (Task2.1); Network of 20 agencies in Europe, WB, LAC, Africa and China (T2.2); 2: Facilitate cross border investigations and financial investigations KPI: 1 Operation Room in Rome, Murcia and Athens, with technical assets for the Open Source Intelligence – Human Intelligence – Signal Intelligence (OSINT-HUMINT-SIGINT)capacity of the Multiagency Rapid Response Forces (T3.1); 40 Liaison Officers (LOs) (T3.2) and 120 OTF members (T3.3.); 120 OTF members (T3.5) and 40 LOs (T3.2) trained in 10 International Training Course; 1 Handbook for investigations (T3.7/T4.3 3: need to strengthen capabilities to fight drug trafficking and trafficking in human beings- KPI: Establish a specialized OSINT team with multi-cultural members; Establish OTFs of Law Enforcement Agencies (LEAs) specialized in Digital as a Service (DaaS); 200 analyses on High Value Targets (HVTs) (T4.1) and 100 joint investigations (T4.2). |
