Even before the WHO declared COVID-19 a pandemic on March 11, 2020, COVID-19 hit Latin America at the end of February 2020. Many countries in the region are among the most affected in the world. The main objective of the project is to contribute to the implementation of national pandemic plans in selected Latin American countries in order to strengthen health care capacities and provide support services. This is intended to mitigate the negative consequences of the COVID-19 pandemic for the population and economic actors. Measures include strengthening existing capacities or setting up new capacities for improved prevention, diagnosis and treatment (e.g. hygiene and protection measures, testing capacities, isolation wards, treatment places, vaccination programs) and, if necessary, social and economic support measures. When implementing the project, proposals for refinancing from the FC project will be submitted to the Latin American Development Bank (CAF) based on a predefined catalogue of criteria from the countries. The final loan is approved by the CAF on the basis of established lending processes, taking strict quality standards into account. The final borrowers are responsible for implementing the measures that lead to strengthening capacities. Strengthened capacities should provide more people with preventive, diagnostic and therapeutic benefits. Support services should provide people with the most basic necessities and provide companies with liquidity in order to contribute to the social and economic cushioning of certain population groups.
