Opportunity Trillium Health Partners— comprising Credit Valley Hospital, the Mississauga Hospital and the Queensway Health Centre— is one of the largest community-based acute care facilities in Canada. The healthcare organization serves the growing and diverse populations of Mississauga, West Toronto and surrounding areas. Credit Valley Hospital has a 24-hour Emergency Department managing more than 60,000 visits annually, one third of which are pediatric visits. The hospital additionally provides a broad spectrum of clinical services including general medicine, oncology and mental health. In order to ensure that future demand for health care would be met, the Government of Ontario approved the redevelopment of the hospital using a P3 in its 2005-2006 Capital Plan. Innovations Under Ontario’s Alternative Financing Procurement (AFP) model, the builder agreed to provide the facility for use by the province at a fixed price for a fixed date ensuring additional costs incurred are not paid by the public sector. Due to the large size of the overall expansion, select clinical areas and services were turned over for occupancy as they reached completion throughout the last year of construction. The new development helps manage current and future patient volumes and decreases patient wait times for surgeries and diagnostics procedures. Cancer care services have increased in the region thanks to the redevelopment project. Results The hospital now has a new four-storey inpatient unit (A wing) and a two-storey/three-level patient care wing (H wing). The new space totals 270,000 square feet increasing capacity from 382 to 471 beds it better serve patients in maternal/child care, complex continuing care, rehabilitation, surgical oncology, and palliative care. The project achieved substantial completion three months earlier than scheduled and was under budget. The public sector retains ownership, control and accountability for the hospital including responsibility for the provision of clinical services. Women’s and children’s health services have improved significantly including: Double the number of labour and delivery rooms, increasing from seven to 15; Two new caesarean-section operating rooms; Expanded services for higher risk obstetrics; A new and expanded Special Care Nursery; Increased capacity from 22 to 37 beds in neonatal level two and intensive care units; An expanded Pediatric Unit to enhance Credit Valley Hospital’s role as a Regional Children’s Health Centre for South Peel-Halton regions; and New and expanded facilities for pediatric outpatient clinics including pediatric oncology. The hospital now has a laboratory nearly three times larger than its original size, providing more in-house support for diagnostics. The new development will help manage current and future patient volumes, decreasing patient wait times for surgeries and diagnostic procedures. Cancer care services have significantly improved in the region as a result of a new high-dose radiation therapy suite and other cancer resources.
