The ongoing civil war in Syria is leading to an increasing influx of refugees into neighboring countries. Following support in Jordan, Lebanon, and Iraq, the regional project will be expanded in the next phase in Lebanon's education sector. At the beginning of December 2013, a total of over 2.2 million people were registered with the UN, of which over 500,000 were in Jordan and over 800,000 in Lebanon. The influx is putting a strain on the already scarce resources and social infrastructure, particularly in areas near the border in the host countries. It is expected that the situation will worsen in the coming months due to further influx. The aim of the FC measure is to improve basic infrastructure and access for refugees to basic education, sustainable water and sanitation supplies, child welfare measures, basic health care, and food security. The implementation is the direct responsibility of UNICEF, the United Nations Children's Fund. The measures focus on areas with a high refugee presence. The target group consists of both Syrian refugees and the local population in the host communities. The total cost of the regional project is provisionally estimated by UN organizations to be around USD 2.1 billion from January to December 2013. The proposed financing of EUR 6 million will partially finance UNICEF's further financing needs in Lebanon in 2013, in continuation of the German contribution for Jordan and Lebanon.
