Cross-Border Security Cooperation

The project aims at enhancing the effectiveness of combatting cross-border crime and illegal migration at the CZ-DE land border and in the border tri-angle between CZ, PL and DE. The Schengen border between CZ and DE as well as alternative routes via PL are typical for different types of crime, starting at illegal migration, trafficking of stolen vehicles, drug and tobacco smuggling, up to burglary, unauthorized entry and illegal employment. Therefore Police, Customs, Border Guard, Alien Police from CZ, DE and PL will contribute and benefit from the action. An on-going information exchange between authorities enables an holistic regional risk analysis. Joint trainings and exercises will give the knowledge and supports understanding of operational tactics, enhancing trust and the individual security feeling. Joint focus operations are expected to lead to more hits. It serves to detect routes of criminals. Outcomes may enter to the risk analysis which makes planning of joint patrols more effective. The implementation of joint operation points in Petrovice and Hradek nad Nisou will decrease travel distances between operational areas and national police departments, while the presence of patrols will increase. 10 joint trainings, 3 joint exercises, 2 joint focus operations (analogue EMPACT measure), 5 expert meetings and 2 border tri-angle exchange conferences will held. IT specialists will meet work on solutions for secure data transfer. An online-based language-learning programme, a handbook with standard measures and regional situation pictures with recommendation for operations will develop. Participating staff, Officers of the border region and other authorities will benefit from the project. Authorities and staff gain mutual insights into structures and improve their understanding. Coordinated work processes improve cooperation, decrease double controls and expand threat. The organisations receive best cooperation practices with other countries.
