Description

China Southern Power Grid, from China, and EDL were planning the development of the 168 MW Nam Tha 1 hydropower plant, near Oudomxay. Project size was also reported as 263 MW. China Southern Power Grid held 75% of the equity, and EDL the remaining 25%. Electricite de Laos (EdL) was 75% state-owned. Thailand's Ratchaburi Electricity Generating Holding (Ratch) owned 9.34% of EdL's shares, acquired for $43.36 million. Ratch itself was 45% owned by state-run Electricity Generating Authority Thailand (EGAT). The MOU was signed in August 2006 and expired in May 2009, followed by a new MOU in June 2010 - valid for 18 months. The concession agreement and PPA were reported under negotiation by the Laos government in 2011. A construction agreement was signed with the Lao government in June 2010 CSPG announced it would invest $317 million (2 billion yuan), but total investment costs were unknown.
