Description | The proposed Operation follows an hybrid setting of Program-for-Results Financing (PforR) with an Investment Project Financing (IPF) component. It aims to: (i) enhance human capital by improving access to quality public technical and vocational education and training (TVET) services as well as higher education (HE) short-duration programs; and (ii) strengthen public financial management and accountability through better reporting mechanisms in education services. Significant regional, rural-urban, and gender disparities have led to an inadequate TVET learning environment, insufficient service relevance and sustainability, and uneven geographical distribution of TVET centers. This program seeks to strengthen the TVET system, a key pillar for human capital development.It is aligned with the 2023–2027 Country Partnership Framework (CPF), the World Bank’s Human Capital Project (HCP), and the National Development Plan (PND) 2021–2025, and aims to build on and amplify the impact of existing World Bank projects. It seeks to improve equitable access, relevance, and performance-based management of TVET services, and to enhance government capacity in program-based budgeting, procurement, and education service delivery.Anchored in the government’s Education Sector Plan 2017–2025 (and ongoing update), the Program will be implemented by the Ministry of Technical and Vocational Education and Training (METFP) through its central and decentralized entities (as well as the Ministry of Higher Education -HE- for the short HE duration programs. The IPF component will finance Technical Assistance (TA) for capacity-building at METFP, managed through needs-based engagement of technical experts. This includes enhancing the ministry’s technology infrastructure and hiring an Independent Verification Agency. Lists of TA will be developed and agreed upon during operation preparation. |
