Description | The project will mitigate a potential disaster by rehabilitating an aging dam used for the Village of Cumberland’s drinking water supply. The dam is currently unsafe, unstable and does not meet dam safety regulatory requirements. Failure of the dam would disrupt water supply in Cumberland and also create significant turbidity in Comox Lake resulting in boil water advisory. In 2015 the Village was provided a Hazard Abatement Order from the Medical Health Officer regarding mitigation of sediment being generated by flows discharging via Perseverance Creek North Branch due to erosion. The project works include: - Reconstruction of Dam #2 including rock fill embankment and central sheet-pile cut-off wall; - Installation of tie in to the Cumberland Creek spillway; - Construction of a service spillway and flow regulation of Cumberland Creek; - Reconstruction of a rock fill saddle dam with a sheet pile core wall on Perseverance Creek North Branch; - Installation of an outlet port at the Lower Level Outlet on Dam #2; - Installation of a second outlet port at the Lower Level Outlet on Dam #2, for hydro generation; - Construction of approximately 2-3 m berm and associated blasting upgrades at Henderson Lake for erosion control; - Improvement of spillway and raised crest level on the existing dam to improve discharge capacity; and, - All related works. |
