Cybersecurity Hubs Interoperability and Cooperation Framework

With the entry into force of Regulation (EU) 2025/38 Cyber Solidarity Act (CSoA), the European Union aims to enhance its ability to prepare for and respond to cyber crises. The CHIEF (Cybersecurity Hubs Interoperability and Cooperation Framework) project serves as a supportive initiative for the implementation of the CSoA. It aims to strengthen the European SOCs ecosystem, - with a focus on National and Cross-Border Cyber Hubs - while generating positive trickle-down effects on other SOCs at all levels. To support the achievement of the CSoA’s goals, CHIEF has set three objectives: 1) creating a structured cooperation framework among National Cyber Hubs; 2) fostering public-private cooperation and stronger links across the SOCs ecosystem; 3) establishing a framework for integrating emerging technologies (HPC and AI) into SOCs. Therefore, CHIEF envisages specific activities, such as drawing up of architectural designs; designing technical frameworks for information exchange; developoing a Blueprint and technical requirements for emerging tech integration. CHIEF is in a unique position to achieve such goals, given that consortium partners are mostly National Cybersecurity Authorities, already deeply integrated in relevant EU cooperation fora. Hence, CHIEF will leverage the extensive experience of Consortium Partners in establishing National Cyber Hubs but also pan-European SOC platforms (ENSOC and ATEHNA project) to foster information exchange on cyber threats across Member States. In doing so, the project aims to go beyond consortium members, rallying the support of all national cybersecurity authorities responsible for National and Cross-Border SOC platforms. Furthermore, CHIEF ensures effective interactions with existing EU initiatives in this field (e.g. CSIRTs Network and EU-CyCLONe, NCCs Network), as well as working in synergy with other DEP-funded projects (e.g. EU funded SOCs, AI Factories), and complementing ENISA’s work on interoperability of Cyber Hubs.
