Description

In December 2009, the 32km Dakar Diamniadio Toll Road project reached contractual closure under a 30-year BROT contract. The project had been awarded in March 2009 by the Government of Senegal to the French company Eiffage. The selection process was launched on April 2, 2007, following tender publication through national and international newspapers. The Commission d 'Appel d 'Ofjes opened the prequalification documents on May 31, 2007 and established a technical committee as a support for bid review and analysis. This committee issued their report on June 25, 2007 thus leading to the pre-qualification of three candidates: Eiffage, the consortium Consortium Autoroute Dakar (composed by MSF Concessoes – SGPS, BRISA – Auto-Estradas de Portugal, MSF – Moniz da Maia, Serra & Fortunato - Empreiteiros, MOTA- ENGIL CONCESSOES, SGPS, and Banco Espírito Santo), and the group Delta Holding (composed by Delta Holding, Autoroutes Du Maroc (ADM) and INGEMA). The preliminary bidding documents were sent on November 20, 2007 to the prequalified candidates. In accordance with the bidding process, candidates submitted initial technical proposals on March 5, 2008. The technical committee of the bid evaluation committee reviewed those proposals with the assistance of consultants. The bidding criteria was not publicly available. Discussions were held in March 2008 followed by bidding documents editing to ensure that the initial feedback provided by the interested prequalified bidders were taken into account in the drafting of the revised bidding documentation. New bidding documents were handed over on May 9, 2008 in accordance with the bidding process with full bids being submitted in October 2008. The new bids were open on November 2008. The group Eiffage was selected preferred bidder as a result of this process. A period of negotiation followed the preferred bidder selection, Eiffage was officially awarded the contract at the end of March 2009 and signed the BROT contract on July 2, 2009. The contract became effective in December 2009. Under the term of the toll road concession agreement, the sponsor Eiffage was expected to build and operate a 2 x 2 lanes 20km segment between Pikine and Diamniadio as well as to operate an existing 2 x 3 lanes 12km segment between Dakar and Pikine for 30 years. The 12km Dakar-Pikine segment was built directly by the Senegalese government. The private sponsor was also expected to collect revenue on the 32km highway from 5 tolls to be constructed. Total investment commitment represented US$264 million. The project was financed as follows: US$49 million loan from African Development Bank, US$33 million loan from Agence Francaise de Developement, US$71.8 million directly financed by the Government of Senegal, US$110 equity from the sponsor Eiffage. The IFC contributed with an A loan worth $31 million (€22.5 million) with a tenor of 15 years and a subordinated C loan of another $14 million (€10 million) with a 15-year tenor. Construction of the 20km segment started in January 2010. The road was officially opened in 2011 by the Senegalese president Wade.
