Description

The proposed project represents the first phase of a Series of Operations (SOP), designed to support the implementation of Dakar's Sustainable Urban Mobility Plan (PMUD) by 2029 and to establish an integrated, efficient, inclusive, climate-resilient and safe urban mobility system. SOP1 will focus on 5 priority components aligned with the PMUD's strategic orientations: C1. Public Transport Network Restructuring (phase II): This component will support the second phase of Dakar's comprehensive public transport network restructuring, including the reorganization of bus routes, the development of a priority bus routes served by low emission vehicles, and the implementation of associated infrastructure and facilities' improvements such as road rehabilitation, bus stops, terminals and depots, and intersections. C2. Professionalization of paratransit bus operators: This component will facilitate the integration of paratransit transport operators into the ongoing fleet renewal program and support the strengthening their operational, human, and organizational capacities. C3. Traffic management and urban integration: This component will finance studies, infrastructure and equipment to address traffic congestion, improve parking management and promote urban development along key public transport routes in the metropolitan area. C4. Studies for the development of high capacity transit system and urban mobility: This component will finance various studies for improved mobility in the Dakar metropolitan area, including feasibility studies for the next Bus Rapid Transit (BRT) lines, thus laying the groundwork for scaling up Dakar's mass transit system, and support the development of sustainable mobility strategies for regional hubs. C5. Governance, institutional arrangements and project management: This component will focus on (i) enhancing both institutional capacity and financial sustainability through targeted studies on long-term sustainable financing strategy for the urban mobility sector and technical assistance to the local authorities; (ii) developing an integrated digital strategy for urban transport management to optimize resources and enhance governance; and (iii) establishing a project management unit, including monitoring, evaluation, and communication systems. This first phase of the SOP will be financed by a 100 Million USD contribution from the World Bank with CETUD currently exploring co-financing options. SOP 1 will be implemented over a five-year period from 2025 to 2030 and will establish the institutional and operational foundation for subsequent phases to further scale and improve urban transport systems in Dakar and regional hubs.
