JSC Dalnevostochnaya Companya Electrosvyazi (Dalsvyaz or Far East Telecommunications Company, FETEC) was one of seven mega regional companies in which Svyazinvest, the state-owned telecommunications holding company in Russia, consolidated its 74 regional fixed line operators in 2002-2003. The other six companies were CenterTelecom, North-West Telecom, Volga Telecom, South Telecom, Uralsvyazinform and Siberia Telecom. Dalsvyaz provided fixed local telephone services through its own network in the Far East region of Russia. It also provided Internet, IP telephony, data transmission, wave and cable television services, using Rostelecom's infrastructure for both national and international services. The company served an area with a population of 5.6 million and covered about 36.4% of Russia’s territory, the most distant from economic center of the country. The company’s revenues totaled US$ 219.2 million and the fixed line tele-density in its area was 20.53 per 100 inhabitants in 2003. Dalsvyaz was created in November 2002 by the merger of seven regional telecommunications operators in Far East. The company was created from the previous Primorye Elektrosvyaz, into wich six other operators were merged: Amursvyaz, Sakhalinsvyaz, Kamchatsvyazinform, Electrosvyaz of the Khabarovsk Region, Magadansvyazinform and TTK (Telefonno-Telegrafnaya Kompania) of the Jewish Autonomous Area. Dalsvyaz offered cellular communications in the regions of Magadan (GSM-900) and Kamchatka (GSM-900). Dalsvyaz was one of the founders of the ZAO Sotovaya Svyaz Birobidzhana (NMT-450), ZAO Amursky Sotovy Telefon (NMT-450i) and ZAO Primtelefone (NMT-450, GSM-900/1800). In 2005 Dalsvyaz purchased 92.26% of CJSC AKOS, a mobile operator for the Primorsky region. As of 2004 Svyazinvest controlled 50.6% of Dalsvyaz voting shares and had 38.1% of common chares. ZAO DKK owned another 16% of voting shares (20.1% common shares), and ZAO ING Bank had 7.3% of voting shares (8.1% common shares). The divestiture of Dalsvyaz took place in 1993-1994 when the regional fixed line operators were corporatized and, in most cases, 49% of their shares were transferred to the public through the Russian voucher privatization program.
