DBL Group (or “DBL”), a Bangladesh based business group, is a vertically integrated knitted garment (T-shirt products) manufacturing and exporting conglomerate comprising of 14 textile/garment companies. Apart from textiles/garments, DBL also has two group companies in ceramics and telecom sectors. DBL’s textile operations cover the entire value chain of the knitted garment manufacturing process from yarn spinning and knitting to dyeing, sewing and packaging. DBL’s main buyers include H&M, Wal-Mart, Puma, C&A, Espirit and G-Star, with the Group being one of H&M’s Platinum Supplier in Bangladesh for knitted products. DBL is also an existing IFC advisory services partner. As part of the first set of 18 pilot factories to engage in the Cleaner Production (CP) program over 2010-11, Hamza Textiles Limited (“Hamza” involved in fabric dyeing and finishing) under DBL Group was nominated by H&M to partner with IFC in the CP pilot in 2010. On corporate governance, the DBL company Jinnat Apparels Limited (“Jinnat” having knitting and sewing operations) was the first ever textile unit in Bangladesh to undergo the IFC Corporate Governance assessment in 2012. DBL’s is also IFC’s CP and resource efficient partners as part under the Dutch funded ''Partnership for Clean Textile'' (PACT) project.DBL is now expanding its knitted fabric dyeing, washing and finishing (“dyeing and finishing”) capacity under a separate Group company called Color City Limited (“Color City” or the “Company”). Color City is being established in the same industrial complex in Kashimpur, Gazipur (40 km from Dhaka) where DBL’s three other dyeing and printing companies i.e., Hamza, Mymun Textiles Limited (or “Mymun” involved in fabric dyeing and finishing) and DB Tex Limited (or “DB Tex” involved in fabric printing) are located (called the “Mymun Complex”).The Phase-I of Color City involves addition of 28 tons/day of fabric dyeing and finishing capacity. The construction of the Color City manufacturing shed is complete and the office block building is almost over. The installation of the machines for Phase-I has started and they are expected to be operational by October 2013. The project under consideration is debt financing for Phase-II of Color City which would involve addition of 22 tons/day of knitted fabric dyeing and finishing capacity, 12 tons/day of yarn and 3 tons/day of sewing thread dyeing capacity (the “Project” or “Phase II”). The machines for Phase-II will be installed within the same shed as Phase-I. DBL has already constructed a new Effluent Treatment Plant (ETP) with 7500 m3/day treatment capacity for Color City Phase-I as well as Phase-II. Additional utilities specifically for Phase-II will include gas based power generators, boilers, water treatment plant (WTP), air compressors etc.
