The proposed project is an investment of up to US$34.5 million comprising: (i) a subscription of up to US$30 million in senior bonds to be issued by WLB VII Asset Pte. Ltd. (“WLB7”); and (ii) a mezzanine loan of up to US$4.5 million to the IIX Women’s Catalyst Fund (WCF) by Blended Finance through Canada-IFC Advancing Gender Equality, Resilience, Opportunity and Inclusion Worldwide Facility (“Canada “GROW”) (the “Project”). WLB7 will make gender-focused investments in sectors such as MSME lending, clean-energy lending, agriculture, and water and sanitation. The use of proceeds will be towards on-lending to underserved women borrowers, particularly women-owned micro and small enterprises. WCF is a de-risking facility that provides catalytic first-loss capital for the Women’s Livelihood Bond (WLB) Series. The full amount of the mezzanine loan provided to WCF will be used exclusively to support the loans under the WLB7 issuance. WLB7 and WCF will be managed by the Impact Investment Exchange (IIX or the Fund Manager), a Singapore-based investment manager that operates various platforms to support impact-oriented enterprises with social missions in sectors such as agriculture, clean technology, renewable energy, education, healthcare and microfinance.
