Description | The project comprises the construction, ownership, operation and maintenance of a 18 MWp solar PV plant and interconnection facilities, located in Dedougou, in the province of Mouhoun, the Boucle du Mouhoun region in Burkina Faso. The Sponsors are MIHIA Holding S.A.S (70% shareholding) and Syscom Network SA (30% shareholding). MIHIA Holding was established in 2021 as an investment platform, and is a joint venture between Qair International (“Qair”) (51%) and STOA (49%). As one of the first independent power producer (IPP) projects in Burkina Faso, the Dédougou solar project has secured a 25-year Power Purchase Agreement (PPA) with the national utility, SONABEL. The project faced financial challenges due to cost increase. In September 2024 the African Development Bank (AfDB) provided a loan for the finalization of the project of $2.8m (EUR2.5m) and a grant of $3.9m (EUR3.5m) or $6.7m in total through the Sustainable Energy Fund for Africa (SEFA). The Bank's funding is part of Desert-to-Power initiative. The Dutch Entrepreneurial Development Bank FMO provided a loan of EUR10.9m in June 2024, after a loan provided in 2020 of EUR8.4m.
