The overarching development policy objective of the FC measure is to contribute to good and conflict-sensitive governance, broad-based economic growth and sustainable poverty reduction by strengthening political participation, local self-government and democratic structures. The aim of the FC measure is to enable the target group to use a needs-oriented and sustainably provided range of social and economic infrastructure while simultaneously strengthening local self-government, taking into account the principles of good and conflict-sensitive governance and improving the framework conditions for decentralization and local development at the national level. In Casamance, this also aims to contribute to the development of an économie de paix (economy of peace). Main funding approach The FC measure is a continuation of the current FC project Decentralization with special emphasis on peacebuilding in Casamance (BMZ No. 2009.66.796), which - against the background of the planned termination of cooperation in the priority area of decentralization by the end of 2015 - is intended to consolidate and deepen the positive results of the previous phases. To promote catch-up development in Casamance, the conflict-sensitive rehabilitation and construction of complex infrastructure with cross-community significance is to be continued. Furthermore, the communities in Casamance are to continue to be provided with performance-related and transparent funding for the implementation of local socio-economic infrastructure. In addition, measures in the Casamance and Sine Saloum program regions are to make a targeted contribution to strengthening national actors in the area of operation and maintenance. The individual measures are to be implemented by the responsible national bodies in coordination with the other development partners, in close cooperation with TC and in accordance with national procedures. The FC measure thus fits into the national programs PNDL (Programme Nationale de Développement Local) and PRAESC (Programme de Relance des Activités Economiques et Sociales en Casamance) as a coordination framework. Costs and financing We estimate the total costs for the approximately two-and-a-half-year funding phase (2014 to mid-2016) at EUR 6.6 million. Of this, EUR 6.0 million will be financed through the FC funding contribution and the equivalent of around EUR 0.6 million from Senegalese own resources.
