The FC project PICCT III continues the previous phases PICCT I (BMZ No. 2012 66 923) and PICCT II (BMZ No. 2014 67 208). By continuing to finance infrastructure projects in municipal ownership through the Fonds dInvestissement des Collectivités Décentralisées, the module promotes local capacities in the planning and construction of municipal infrastructure and improves access to basic services for the mostly rural population. Participatory planning, operation and maintenance by local user groups expands and strengthens the opportunities for citizens to participate. In addition, infrastructure financing through the national transfer mechanism Agence de Financement des Collectivités Territoriales strengthens its technical and financial capacities and promotes transparent financial transfer procedures (component II). Municipal and regional staff and elected representatives benefit from demand-oriented training and continuing education provided by the Training Centre for Territorial Collectivities (Centre de Formation en Gestion des Collectivités Territoriales).
