As part of the FC project Municipal Development Fund II (Fonds de Développement Communal II, FDC II), the towns and municipalities in the program area are provided with funds to finance priority municipal investments through two funds. Through the national municipal development fund FPDCT (Fonds Permanent pour le Développement des Collectivités Territoriales), all municipalities in the program area receive investment funds through annual drawing rights. The bilateral FC municipal investment fund FICOD (Fonds dInvestissement pour les Collectivités Décentralisées) finances larger municipal investments in the program area. In addition, FICOD supports the municipalities in the selection and implementation of all individual investments (financed with FICOD or FPDCT funds). In addition, the FPDCT is being strengthened institutionally and further developed as an organization. As in the previous phases, the program area is the South-West, East and partly the Center-East regions. The aim of the new project is to strengthen local governments in Burkina Faso and to provide sustainable municipal infrastructure to improve the provision of public services and promote the local economy. Against the backdrop of the government overthrow at the end of 2014 and the parliamentary and municipal elections at the end of 2015 and in May 2016, the new project will help to offer the municipalities the greatest possible continuity and largely continue the current project. As a prerequisite for this, newly elected municipal representatives will be trained in their tasks. On the other hand, the basis is to be created to establish the FPDCT as the main national transfer mechanism for municipal financing in Burkina Faso in the medium term. The target group of the FC measure is the population in the program area (approx. 3.5 million predominantly poor and illiterate people) and the representatives of 15 urban and 71 rural municipal administrations. The total cost of the project is estimated at EUR 8.9 million. The FC share amounts to EUR 8.5 million, the expected contribution of the Burkinabe state and the municipalities is EUR 0.4 million.
