The study will analyze, among others, the following aspects:(i) Historical background on the Panamanian State configuration and of its system of political organizational.(ii) Analysis of Panama's legal framework and of the structure of its intergovernmental relations and regional development strategies, considering political, fiscal and administrative aspects. The analysis will include the identification and profiling of all levels of government, the electoral mechanisms, the fiscal competencies, the intergovernmental transferences mechanisms, the competencies sharing, and the intergovernmental coordination mechanisms.(iii) Presentation of the fiscal information available (revenue, expenditures, indebtedness) of all levels of Government, analyzing regional disparities.(iv) Analysis of the current regional development policies.(v) Array of options available to impulse a model of decentralization and regional development adapted to the country's idiosyncrasy, enhancing fiscal co-responsibility and transparency.(vi) Alternatives to develop in the short, medium and long term a structured and formal model of intergovernmental relations adequate to the principles of local autonomy, granting macroeconomic and fiscal stability.
