Decentralized development through municipal infrastructure (bus stations and markets - expansion)

As the decentralization process progresses in Zambia, the planned FC measure supports four local authorities (districts) in the Eastern Province and possibly other districts in the province (stock check) in the provision of economic infrastructure. This concerns the construction and expansion of market places and transport hubs (bus stations and parking and transfer points for trucks). The FC measures are intended to help the supported local governments in Zambia provide public infrastructure sustainably and to the satisfaction of the local population within their legally prescribed area of responsibility and at the same time orientate this to the needs of the local population (module objective). The FC project represents the first phase of strengthening local self-government. The program aims to improve service provision and political participation at the local level, which are carried out in accordance with the projects of the national development plan of the Zambian decentralization policy (program objective). The aim is to improve the living conditions of the population through relevant service offerings from local administrations and thus increase their legitimacy. The FC measure is intended to strengthen the local administrations' capacity to plan, create, operate and maintain infrastructure, thus enabling them to fulfil their mandate as part of the government's decentralisation efforts. The planned infrastructure is intended to generate income to cover operating costs, thus relieving the district budget and, where appropriate, strengthening it. The project also serves to practice and promote transparent administrative action. The project builds in part on the established mechanisms and structures of the ongoing infrastructure programme in the Southern Province, Strengthening Local Governance I (BMZ No. 2006 66 313). The target group of the project are employees at the middle administrative level in the areas of administration, planning, public works and finance. In addition, the Zambian citizens in the catchment areas of the respective projects are to benefit from improved public infrastructure. The total cost of the project amounts to EUR 5.06 million, which will be financed through a FC contribution of EUR 5 million (stock audit EUR 13 million) and a local administration contribution of EUR 0.06 million (2.5% of the construction costs).
