Bilateral cooperation with Vietnam in the area of health focuses on improving decentralized health care in five provinces. The aim of the development cooperation (DC) program is therefore to ensure that the population, particularly poor and disadvantaged groups, in selected provinces have improved access to decentralized, quality-assured and needs-based health services. Support from financial cooperation (FC) includes the modernization of the medical infrastructure for priority health services in selected facilities at the various levels of the decentralized health system (province, district, municipality). An integral part of this is training measures to set up efficient maintenance systems and environmentally friendly wastewater and waste disposal management. FC support is therefore aimed at needs-oriented, environmentally friendly and sustainable technical operation of health facilities. In addition to this, technical cooperation (TC) is building up human and institutional capacities in the areas of health system management and preventive and curative health services. The DC program thus makes an important contribution to improving the health situation of the population. This FC measure serves to supplement and expand the previous FC commitment. Due to the high investment requirements, additional medical equipment is to be financed in the provinces of Yen Bai, Than Hoa and Phu Yen (component I). In addition, the training measures to ensure environmentally friendly wastewater and waste disposal management are to be supplemented by the provision of appropriate infrastructure in order to meet local and international standards and the disposal requirements of the facilities (component II). This includes both the expansion of existing facilities and the introduction of modern, environmentally friendly technologies. Component II is aimed at district and provincial hospitals involved in the DC program in all five program provinces, including the Viet Duc Hospital in Hanoi. The FC measure thus not only increases the value of the previous FC commitment but also of the advisory services provided by the DC. This significantly increases the efficiency, effectiveness and visibility of German commitment in the Vietnamese health sector. The total cost of the FC measure is estimated at EUR 24 million. A FZ loan of EUR 20 million is planned for financing, of which EUR 10 million each will go to components I and II. The planned duration of the measure is 3 years.
