Description | This project will replace the DeCew Falls Water Treatment Plant spillway structure (1925) to continue to control the passage of raw water (un-treated) from the middle reservoir to the St. Catharines Morning Star Mill historical site, and the Beaverdams Creek. The project scope includes the foundation reconstruction, and federal CWWF funding will support construction costs (not design costs). The supply of raw water (113.2 L/s) is a requirement of the 1954 agreement with the Mill. A steady supply of raw water is needed to ensure flows are maintained to the Mill site, DeCew Falls and Beaverdams Creek. This improvement will strengthen the security of the fresh water supply to this popular hiking and fishing area, it also removes the threat of reduced and irregular freshwater flows to the watershed. The total project cost is inclusive of all cost to deliver the project including design. The federal and provincial CWWF contributions respectively are based solely on the construction costs. The project is incremental in nature in that even though a design was near completion, the project had been removed from our 2017 capital budget due to insufficient regional funding required to proceed with the construction phase. The CWWF funding will allow us to proceed with a key infrastructure project. |
