Description | In 2008, a consortium between Mexican companies Grupo AMDS, S.A. de C.V. and ICOEQUIPOS, S.A. de C.V. was awarded the 20-year contract to construct and operate two sewerage treatment facilities of Norte Y Poniente, located at Delicias, in the state of Chihuahua (capacity of 370 liters/second). The contract was awarded by the Junta Central de Agua y Saneamiento de Chihuahua (JCAS) and Junta Municipal de Agua y Saneamiento de Delicias (JMAS). The investments were expected to benefit around 130.962 people. Information on the bidding criteria and on the names of other bidders was not available. The contract was signed in September 2008. The special purpose company Tratadora de Aguas de Delicias, S.A. de C.V. was established to lead the project. The total investment in the project was estimated at US$ 17.2 million (Pesos 257.6 million). Financial closure was achieved in August 2015, when the sponsor was granted US$ 5.3 million (Pesos 80 millions) in loans from the North America Development Bank. The remaining capital expenditures were set to be financed by JMAS/JCAS (13.6%), Fonadin (26.8%) and equity (28.5%). Construction works commenced in March 2016. |
