The objectives of Delivery of Improved Local Services (DILS) project for Serbia will increase the capacity of institutional actors and beneficiaries in order to improve access to and the efficiency, equity and quality of local delivery of health, education and social protection services, in a decentralizing environment. There are five components to the project. The first component consists of making fiscal Decentralization Work. The objective of this component is to support the development of a public financing framework that increases efficiency and compensates for inequities across municipalities, as well as supports the network rationalization process for greater efficiency of service provision at the local level. The second component consists of improving outreach and access through development and Expansion of Innovations in Social Service Delivery. This component will support local self governments (LSGs) and non-government service providers to identify new approaches and models for delivering services to vulnerable and excluded groups. The third component consists of supporting a new regulatory, oversight and quality-assurance role for State level Ministries. This component will support capacity building measures for the State level ministries to enable them to undertake an institutional shift out of direct provision of services into regulation, oversight and quality assurance. The fourth component consists of improving Capacity of LSGs and other local service providers. This component will support the improvement of knowledge, skills and information and communications technology at the disposal of LSG staff and service providers, to enable them to make informed decisions in management, strategic planning, needs assessment and budgeting, service delivery and monitoring and evaluation. Finally the fifth component consists of project implementation support.
