"The one-year year ""Democracy, Inclusion, Voter Engagement"" (DIVE) program, a part of a broader three-year same-named CERV program by the Europäischer Austausch gGmbH (European Exchange, ""EA"" thereafter), will focus on strengthening citizen election observation networks (programmatic area A) advocacy for electoral reforms (programmatic area B), improved citizen engagement of underrepresented groups such as women, minorities and naturalized first-time voters (programmatic area C) and piloting new research and methodologies to monitor disinformation and FIMI (programmatic area D). We will collaborate with 16 local partners across 14 EU Member States through strategic subcontracting. The one-year activities aim to serve as the groundwork for future capacity-building and policy reforms in the aforementioned thematic areas locally and nationally. We aim to consolidate strong partnerships and build up transnational cooperation and exchange through a kick-off summit and an election study visit. By the end of the program year, DIVE aims to have robust data to inform national advocacy efforts, enhance local networks for election oversight, and have training modules ready for broader rollout in subsequent stages.
