In September 2004 the local authorities of the Baja California Sur State, Mexico, through regional water authority Oomsapalc, awarded a 20 year build, own and transfer contract for a desalination plant in the town of Can San Lucas to private company Promaqua Desalacion. The project included extracting and desalinating raw water, storing treated water, and delivering water to the communities of Los Cangrejos and Mesa Colorado. The project was expected to serve some 40,000 people and deliver 200 liters of water per second. The project company, Promaqua Desalacion, was owned by two Mexican firms (Cableados Industriales, Vazlu and Libra Ingenieros Civiles) and the Spanish group Obrascon Huarte Lain OHL (90 percent, under their subsidiary Inima). Inima was designated to manage the plant for the 20 year contract duration. Financing for the project’s US$21.7 million was provided by government subsidies (30 percent of project costs) and loans (70 percent). In 2006, the plant became operational. None None
