The project was a 20 year concession for the rehabilitation and construction of new roads. The project company ownership structure is divided equally among the sponsors. The project was handed over during the first half of 1999. Works over the concession period included the rehabilitation of 282km of routes, the construction of 165km, the maintenance of 462km, the construction of 13 bridges, 45 pedestrian bridges and 20 over and under passes. Lack of environmental licence and problems with land expropriations have led to delays in the rehabilitation and expansion works. Construction and rehabilitation started in 2000. Total project cost was estimated to be US$250 million. Financial closure was achieved in July 2000 when the project company secured US$200 millioin of funding from international bank loans (US$100 million) and credits and contributions from the sponsors (US$100 million). The contract included the following segments: TRAMO 1 Popayan - Santander de Quilichao (77 Km) TRAMO 2 Santander de Quilichao - Jamundi (79,4 Km) TRAMO 3 Palmira - Buga (45,5 Km) TRAMO 4 Cali - Palmira.
