It is designed to add up to 2,000 MW of generation capacity to support Arizona's growing energy needs, including demand from extra-large energy users such as data centers. Phase 1 will support all customers through a competitive procurement process, while Phase 2 will enable new extra-large customer investments via a subscription model where these customers cover capital costs through long-term contracts. |
