The housing crisis in Greater Geneva takes on special accents due to the presence of a border. Housing cooperatives — or participatory housing — are identified on both sides as an alternative to conventional housing production, which can provide a particularly appropriate response to the local situation. However, the model struggles to take its place, for different reasons in each country: in Switzerland, it enjoys broad recognition from people and public authorities, but faces a lack of land availability and effective operational arrangements — in the French Genevois it is the economic model that is to be established and credible with the public. In general, the process of assembly of these operations remains complex, their development suffers from incomplete and confidential information. 1. This Interreg application concerns an action-research aimed at defining the conditions for the development of this model in Greater Geneva, creating a place for capitalisation of experiences and mutual learning between Switzerland and France on the basis of the spatial and housing planning instruments at their disposal, and to stimulate operational cross-border dynamics by contributing to the development of a new sector of the social and solidarity economy.
