Developing alternative transport statistics using administrative sources

According to the Scope of the Call Document, we have selected Activity 4: Develop transport statistics indicators using new and innovative data sources. The goal of the project is to map out the existing administrative transport data sources in the local public sector, and partially the private sector. Likely areas for finding good quality, easily processed data are bus and rail statistics. Especially in these fields, it should be possible to develop new statistics using microdata from governmental and even private sources. Statistics Estonia would benefit from an inventory of transport data sources, along with novel methodological work and studying the feasibility and outcomes of analysing this data. We aim to find at least six feasible new data sources, compile methodologies for using at least three of those sources for new statistics, and go through with a pilot study on just as many. The selection of new data sources for the pilot studies will be informed by data demands for policy and the comparative workload the data processing would require. The methodological report will be made available for scrutiny and use by other statistical offices. It could be of interest for smaller statistical offices working on a limited budget, but also as a general case study on administrative data mapping and collection. The project will take place in and benefit Estonia, but indirectly it will also benefit Eurostat, through the new and improved indicators and improved methodology.
