Developing Safe and Secure Truck Parking in Debrecen

The project covers the construction of a new safe and secure truck parking area (SSTPA) on the Hungarian motorway M35 within the administrative borders of the city of Debrecen. The concerned motorway section (Görbeháza-Debrecen) is part of the TEN-T comprehensive network. In addition, as this section of motorway M35 is in close proximity of the Mediterranean corridor, the project is also relevant for the core network road freight traffic. It is a part of the Global project, notably the Debrecen “Sustainable Urban Development Strategy (SUDS)” for the 2021-2027 period. In particular, the project represents the first stage to create a logistics hub outside Debrecen. Currently, there is a lack of SSTPA along the motorways of the region, which does not meet the increasing demand for appropriate facilities that offer the necessary service quality to truck operators. This situation leads to driving time that does not comply with the statutory stop time limits, and hence to accidents, as well as to congestion of the local road network when heavy goods vehicles (HGVs) leave the motorway to find a suitable parking place. The lack of SSTPAs also leads to an increased risk of freight crimes. The project will thus represent the first step for meeting the above demand. In particular, the project will deliver 196 safe and secure parking spaces for HGVs in compliance with the “Silver” level EU Parking Standard and 64 with the “Gold” level. The new SSTPA will provide ITS services in line with the requirements of the Regulation 885/2013. The results of the project will increase road safety and security, allow for time savings (for reaching a secure parking), ensure benefits for users and benefits to the environment by reducing the number of trucks on the local road network.
