Description
Description | With an open program approach, the reform efforts of several cities in South Sudan are for the first time put into context and the use of funding is made part of a performance competition between administrative bodies with the involvement of the population. Based on appropriate minimum criteria, the supply of drinking water via public taps (kiosks) is to be expanded in two cities initially and the hygiene situation is to be improved through training and the provision of decentralized public basic sanitation. Of the cities entitled to access - Bor, Rumbek, Yambio and Yei - the cities that are the first to meet the basic requirements for sustainable operation will be favored. In accordance with the requirements of the qualified supply target (QVZ), FC funds will be used to supply an additional 80,000 mostly poor residents with drinking water and 20,000 people with communal basic sanitation solutions. By recruiting additional development partners, the program approach is intended to quickly expand the target group and reach and pool donor contributions in accordance with the Busan agreements. If the cities achieve further reform successes, additional investment phases up to full supply are to be realized. The total cost of the FC measure amounts to EUR 13.9 million. South Sudan will contribute EUR 0.9 million of its own funds. Bilateral financial cooperation with South Sudan was suspended in 2016 for political reasons. Since then, the project has been suspended until further notice. |
