Development and application of innovative and proactive tools, fighting top level drugs trafficking organisations in the EU

The overall goal of the project is to improve cross border information and intelligence exchange, by identifying and targeting High Value Targets (HVTs) led poly-criminal Drugs Trafficking Organisations (DTO) in the EU and across, transfer it into Operational Task Forces (OTFs) and operative actions. Develop and apply innovative proactive Special Law Enforcement Technique (SPLET) and organise money drop/money pick-up operations together with LEA of the EU MS and relevant Third Countries, supported by Europol. In particular: - Identify HVT of the DTO, using SIENA as a main intelligence exchange tool, as well as rely on analysis and operation support of the Europol Drugs and OC Units of the ESOCC; - Improve cross border operational cooperation against DTO, especially focussing on efficient synergy between drugs, organised crime and special tactics Units; - Elaborate and deliver restricted Guidelines for the EU MS LEA on the use of innovative and proactive tool money drop/pick up operations, provide dedicated training to the practitioners; - Use a dedicated budget line to for the money drop/pick up operations for the EU MS to support the ongoing investigation against the DTO. Suggest to include such tool as a Europol regular product. - Purchase specialised technical equipment (audio surveillance), organise dedicated training for the SPLET officers/users, following that provide such equipment upon request to the EU MS LEA to support the ongoing investigation against the DTO; - Provide dedicated financial support to the EU MS LEA for mid and long term operational and UC missions, complementing Europol, Eurojust or EMPACT funding; - Use Europol as a central hub for processing the intelligence, delivery of analysis results, providing operational support and knowledge management; - Organise and coordinate at least 20 cross border investigations against DTO during 24 month period and destroy or dismantle at least 10 HVT led DTO and seize their illegally obtain
