Description | "The EU, a major fishing and maritime power and the world's largest single market for fisheries products, is a ""key"" Contracting Party of the International Commission for the Conservation of Atlantic Tuna (ICCAT). The EU fleets (around 8300 vessels) account for 1/3 of all the catches of tuna and tuna-like species managed by ICCAT (about 260.000 t / year) caught in the ICCAT Convention Area. ICCAT has today near 170 data requirements (highly heterogeneous data) behind the existing regulatory measures. It has started in 2018 a long-term project that aims to handle online and in an integrated way, all the information received by the Contracting/Cooperating Parties (CPC). This project, called IOMS (Integrated Online Management System) is financed by the Commission with extraordinary contributions of their CPCs (such as the European Union in 2021 with the grant to develop the ""dynamic help system""), is being developed by the Secretariat. In 2016 the Commission established the ICCAT Online Reporting Technology Working Group (WG-TOR) mandated to develop the IOMS in collaboration with the ICCAT Secretariat. The IOMS adopted a modular architecture and a phase by phase (1 to 2 years each) development model. One or more modules (web-application solutions linked to one or more data requirements) will be developed on each phase. Phase 1 was already completed and ICCAT has rolled-out in production the IOMS (experimental year) with all the functionalities for the registration of the Part II/section 3 and Part I/Annex I of the Annual Report. In phase 2 ending in June 2022, additional modules (vessel registration, dynamic help system, etc.) would be developed. This proposal aims to contribute to the implementation of Phase 2, in particular the Vessel manager module (integrating the UN/FLUX system for automatic data exchange), and the improvements of the dynamic help system (user support). Two extremely relevant IOMS functionalities to all the ICCAT CPCs and EU in particular. " |
