The Development Learning Center (DLC) Project for Malawi aims to test the effectiveness and sustainability o f a development learning center in Malawi as part o f a global knowledge- sharing network to strengthen the capacity of public, private and civil society decision makers and implementers to design, plan, and manage social and economic development policies and programs components. The project has four components. Component 1 constructs and installs the DLC, setting up its institutional, physical, and human resource requirements, including purchase and installation of equipment, recruitment of the director and other key staff, and installation and configuration of the financial management system, Component 2 assists the DLC in establishing operations and becoming financially viable, and includes financing operational costs, purchasing vehicles to facilitate transport and marketing services, providing technical assistance for staff training, and establishing financial management systems and annual audits, along with support to local content development. Component 3 establishes and supports sub-Centers, and includes constructing facilities, purchasing and installing equipment, recruiting sub-Center staff, and financing operational costs. Component 4 carries out monitoring and evaluation.
