Development of a bicycle path network in the Lima metropolitan area

In Peru, bicycles are rarely used as a means of public transport and even in the capital Lima there are only a few cycle paths. However, there is currently no sponsor at central level to support the expansion of bicycle infrastructure and local governments are overwhelmed without support in planning and financing it. The aim of the project is therefore to support Peru in structuring and implementing a public investment project that establishes the bicycle as an alternative means of public transport. The bicycle network, particularly in Lima, is to be completed and intermodal interfaces to the metro/express bus system are to be created. The share of non-motorized traffic is to be increased and public awareness of adapted alternative forms of transport is to be strengthened. Planned measures include planning for the construction of an integrated bicycle network, financing feasibility studies for individual cycle path sections and investment financing to complete the network in Lima. The widespread use of bicycles as a means of transport has a significant positive impact on Peru's climate goals and is in line with a reform of local public transport in Peru. In addition, the project will have a comprehensive multiplier effect. The planned FC project provides for a FC grant of EUR 20 million to the city of Lima as the project sponsor. The DKTI project will complement the following other FC projects in terms of content: a) NAMA-PBL (Policy Based Lending) on urban mobility, which structures and supports policy reforms in the area of public transport and the transport sector; b) DKTI project to develop public transport systems in selected cities and c) investment project to partially finance metro line 2 in Lima. The project is part of the German BMZ Transformative Urban Mobility Initiative (TUMI) and is part of the BMZ priority area of sustainable urban development.
