Description | Information Chennai Port Trust has come up with Development of Buffer Parking yard for Trailers /Trucks at the back up area at Berth No. 24B - BDII in Chennai Port with a ticket size of 52.85 INR Crores. This project in Ports sub-sector involves The current status of the project is Notice to Proceed and is being developed through the EPC route. Economic/Social Impact of the Project Development of Buffer Parking yard for Trailers/Trucks at the backup in an area of 84000 sq.m for parking of 350 laden/empty container trailers and trucks at a time, is planned at an estimated cost of Rs. 52.85 Cr. The project includes amenities like administrative office, Office space for stakeholders & Custom Offices, canteen, rest room/dormitory, toilets/wash rooms for drivers, CCTV cameras, Illumination facilities, RFID, Billing based on RFID Tags, ATM / Banking, Mechanical Workshops, Trailer cleaning facility, Container repair facility, Seal Verification for DPE Containers, Documentation and other Customs Procedures, Gate appointment system, Integration with terminal operating software etc. Funding Pattern - GBS under Sagaramala 50 percentage [proposal], Balance 50 percentage from internal resources. Due to financial crisis faced by the Port for the last few years, Port does not have sufficient funds for this Capital expenditure. Hence, ChPA, vide letter dated 01.06.2023, submitted the detailed proposal seeking funding assistance from the MoSP&W to an extent of 50 percentage of the estimated cost i.e. Rs.26.425 Crores as grant under Sagarmala, and further details / clarifications were also sent, vide letter dated 02.08.2023 & 10.112023. In this connection, Ministry, vide letter dated 06.12.2023, conveyed the in- principle approval of the competent Authority for the Project at an estimated cost of Rs.52.85 Crores [incl. GST] with 50 percentage funding under Sagarmala Programme. Further, Ministry, vide letter dated 07.12.2023, requested to furnish certain documents related to the project and the same were sent to the ministry on 19.12.2023 LoA issued on 25.01.2023 to the L1 bidder M/s R K & Sons, Salem at their quoted price of Rs.32.69 Crores. Site taken over by the contractor on 03.03.2023 Scheduled date of completion - 01.03.2024. Meanwhile, action for procurement of RFID completed and purchase orders placed for i. Boom barrier and ii. for CCTV. Installation of RFID, Boom barrier and CCTV will be done once the civil works are completed. Contract awarded for Illumination work, power supply arrangements and electrical works are 04.07.2023, 12.07.2023 and 18.07.2023 respectively. Buffer yard activities for Civil works The major components of original works such as yard area, road 1 & 3, two toilet blocks etc., covered under the scope of the ongoing contract for civil works have been completed ahead of schedule. However, the progress of remaining works such as road No. 2 & 4, 1 toilet and the additional works viz., road 5 at southern side of yard, fencing, creation of canteen and administrative facility in the existing building to be executed under the current contract, have got affected due to monsoonal rain and the recent cyclonic storm, in-spite of the measures taken by the port to complete the project by 31.12.2023. ChPA is taking efforts to complete the remaining works as early as possible. Concreting the balance portion in southern end and all-round the toilet blocks in Buffer parking yard along with the part of fencing will be completed on or before 20.01.24. The Road No.2 & 4 and office / canteen facilities in the old Dy. CME office building will be completed on or before 30.04.2024 Status of M&EE works Electrical works - Internal wiring works completed in 2 toilet blocks. Illumination works - Approval accorded for high mast structure and Work in progress. Power supply works -Work in Progress. |
