Development of Indicators and Guidelines to Measure Environmental Performance

This TC aims at providing indicators and guidance to evaluate and follow-up on the environmental management capacity of executing agencies/sponsors. Performance Indicators should help agencies measure their management abilities, be more accountable and able to improve their environmental governance. The specific objectives of this TC are: a) Development of environmental management performance indicators applicable to project executing agencies/sponsors in three sectors, roads, energy and FI's. The indicators should be used in the Project Logical Framework. b) Development of Guidelines to evaluate institutional environmental management performance of the project executing agencies/sponsors in the referred sectors; c) Development of a Toolkit, to be used by borrowing member countries and the Bank in the process of evaluating the environmental management performance of their executing agencies/sponsors in the three sectors. d) Production of a Publication, to disseminate the performance indicators, the guidelines for implementation, and the results of the case studies.
