Development of pollination accounts, PEDS and implementation of CEP

The general objective of this grant project proposal by Statistics Sweden is to support development of more and better data and statistics needed to underpin the policies under the European Green Deal (EGD). The proposal includes three work packages in different areas that all serve the need of better data and statistics under the EGD: namely the development of a pollination indicator for ecosystem accounts, implementation of the classification of environmental purposes (CEP) for the upcoming 2025 data collection on environmental goods and services sector (EGSS), on environmental protection expenditures accounts (EPEA) and on environmental subsidies and similar transfers (ESST), as well as a work package on further development of the national estimates of potentially environmentally damaging subsidies (PEDS). The objectives of the three proposed work packages are assessed to be in line with the current EU strategy for the environmental accounts, which puts focus on the further development and promotion of the use of the environmental data and statistics. WP 1 (Pollination indicator for ecosystem accounts) will solely focus on investigating and developing a methodology for a Swedish pollination indicator within the SEEA Ecosystem Accounts framework. Beyond applying the current INCA default data and methodology, other modelling approaches will be evaluated. WP 2 (Implementing CEP) will address the work with the Swedish implementation of the CEP within the modules of EGSS, EPEA and ESST, in light of the CEP replacing the current CEPA/CReMA. WP 3 (PEDS methodology development) has the overall objective to improve the methods, data sources and quality of ‘Potentially environmentally damaging subsidies’ by building on the previous grant projects. This against the background of the possible integration of PEDS into the framework of environmental accounts, increasingly being mentioned in various technical discussions at international meetings of environmental accounts.
