Description

Description

The project “Development of X-ray Inspection Data Exchange System” (hereinafter referred to as the RETIS) aims to strengthen customs risk management and inspection capabilities. The RETIS project aims to strengthen the technical capacity of Lithuanian customs to detect and verify suspicious movements of goods by developing a centralized data exchange and image analysis system for X-ray scanners used at customs checkpoints. Currently, customs scanners for road and rail transport are not fully integrated, limiting the ability to share and analyse X-ray images effectively. RETIS will connect all scanners and a central analysis unit into one system, linked to the Integrated Customs Information System (MIS), improving detection, verification, and coordination. The system will include a universal image analysis tool capable of processing images from different scanner models, with the ability to apply artificial intelligence for automated image assessment through integration with DIRVA (an AI-based X-ray image analysis tool). RETIS will collect and store X-ray images, analysis results, inspection data, and user actions in one platform, improving risk assessment and reducing manual workload. RETIS will enable customs officers to identify smuggled or undeclared goods, such as cigarettes and tobacco, more efficiently by combining declaration risk analysis with X-ray image evaluation. It will also support secure data sharing with Latvian customs to enhance cross-border cooperation and detection. The project includes specialized training for customs staff to use the new system and image analysis tools effectively. RETIS will be implemented over 24 months, with additional 12 months of maintenance support. By introducing new IT features and improving integration, RETIS will increase the number of verifications and successful detections (‘hits’), contributing to EU efforts to combat tax and customs fraud and facilitating legitimate trade.
