Description

Description

The objective of this grant is to develop, maintain and ensure the availability of a German rescEU CBRN decontamination capacity for situations where the overall existing capacities at national level and those pre-committed by Member States / Participating States to the European Civil Protection Pool are not sufficient. The capacity is set up as an integrative capacity in a modular way based on units and sub-units which allows a flexible and needs driven deployment. It covers all component groups of the call – decontamination of infrastructure, buildings, vehicles, equipment, critical evidence and persons from chemical, biological and radiological agents - taking unintentional and intentional disasters as well as mass gatherings as a reference. The capacity is able to cater for pre-positioning and deployment after a major CBRN incident. During the development of the capacity special focus will be on cross cutting subjects like interoperability, environmental impact, innovative solutions and the inclusion of vulnerable sub-groups by developing and implementing respective concepts and Standing Operating Procedures during the running time of the project. The Federal Republic of Germany is located in the heart of Europe, sharing borders with nine European countries. Positioning the rescEU CBRN Decon capacity in Germany allows for quick and effective deployments all over Europe. The project will be jointly implemented by a Consortium composed of three federal agencies (national level) within the auspices of the German Ministry of the Interior, Building and Community: Bundesanstalt Technisches Hilfswerk (THW, lead), Bundesamt für Bevoelkerungsschutz und Katastrophenhilfe (BBK), Bundespolizei (BPOL). The partners combine a variety of expertise and knowledge relevant for setting up and running a rescEU CBRN Decon Capacity. By the size, operational strength and experience of the three organisations, the sustainability of the capacity beyond the project period is ensured.
