Description

The project involves the design, building, financing, operation, and maintenance of a 4-lane tollway and a 2-lane service road to the Joydevpur–Debogram–Bhulta–Madanpur Road (N-105) section of the expressway. The 48 KM project will provide a connection between the industrial zone northeast of Dhaka and national highway N1 connecting to the port city of Chattogram, as well as to N2, N3, and N4 highways. The Government of Bangladesh via the Ministry of Roads and Bridges signed a contract with consortium of 3 Chinese companies, each having 33% stake - Sichuan Road and Bridge Group, Shamim Enterprise Ltd, and UDC Construction Ltd. The SPV is called Dhaka Bypass Expressway Development. In total, 4 bidders competed for the project - Shamim Enterprise, Sichuan Road & Bridge and UDC Construction; China Railway Group; Henan Transport Investment Group with Mir Aktar; and IRB Infrastructure. The project is valued at $ 262 million. The PPP contract was signed on 3 January 2019 for a 25-year concession period. The Government of Bangladesh committed a viability gap funding of BTD 3.1 billion ($ 37.1 million) and a minimum revenue guarantee. The government offer also availability payments which will be indexed partially to the BTD/US dollar exchange rate. The Asian Development Bank (ADB) acted as financial advisor to the Public–Private Partnership Authority (PPPA) of Bangladesh. ADB’s Office of Public–Private Partnership (OPPP) provided legal support and helped with concession contract development through the Asia Pacific Project Preparation Facility (AP3F), a multi-donor trust fund managed by ADB. Ashurst was legal adviser to the implementing agency Roads and Highways Department and PPP Authority during the procurement process.
