Dien Chau - Bai Vot section of the North - South expressway

The project entails the construction of North - South expressway, Dien Chau section, Nghe An province to Bai Vot, Ha Tinh province. The total length of the section is 49.3km. The expressway is being procured under a build-operate-transfer (BOT) model with a 13.5-year concession, including 3 years of construction. The project was won by the consortium of Hoa Hiep Company Limited, CIENCO4 Group Joint Stock Company, Nui Hong Investment Company Limited, Truong Son Construction Corporation and VINA2 Investment and Construction Joint Stock Company. The consortium that signed the PPP agreement in May 2021 and received a 6-month ultimatum deadline to arrange debt financing no later than 13 February 2022. The total value of the project is VND11.16 trillion ($491.5 million), of which the consortium arranged project financing of VND5.09 trillion ($224 million) or about 46% of the total project cost. The government is funding the remaining D6.07 trillion ($267.5 million) through public funding. The project financing has a debt-to-equity ratio of 70:30 and lenders on the VND 3,560 billion ($156.9 million) loan are: Bank for Investment and Development of Vietnam (BIDV), Bac A Commercial Joint Stock Bank, Vietcombank and Vietnam Bank for Agriculture and Rural Development.
