In January of 2001 Digicel was awarded the cellular concession for Region 4 in the C-Band. Digicel paid US $300,000 for the license fee. The concession is to operate fixed wireless telephony using Wireless Local Loop technology. Region 4 is in the Southeast of Venezuela in the states of Sucre, Nueva Esparta, Monagas, Amacuro, Bolivar, Delta, Anzoategui and Amazoneas. In December of 2001 Digicel began commercial operations in Nueva Esparta. In January 2006, Telvenco (a subsidiary of Venezuela's Cisneros Group) acquired Digicel as part of a plan to form a national competitor to larger rivals Movistar and Movilnet. In May 2006, Venezuelan telecoms regulator Conatel approved the acquisition and approved the takeover bids of Digicel.
